Title: Limiting Applications For City Jobs

I've heard that a civil service test being given for a city job limits the applicants to the first 200 people.  Is this fair?

I know of several people who would have liked to apply for the job but because they live in another state they were unable to come back to town on the first day the applications were being taken.

No one said life would be fair. Regardless, let's look at it from a different perspective.

We have a number of unemployed in this area. Now we fill that job with a local person. That person either leaves the "unemployed" or leaves another local job for someone else to fill. The second scenario would replay until someone leaves the "unemployed". Result? Employment gain for the area.
