At a recent city council meeting, a landlord who lives out of state complained that her rental property in Youngstown had its water shut off because the tenant did not pay the water bill. The property was later broken into and trashed. Because she lived out of state, she stated that she was unaware of the water cut off and vandalism.
A south side councilmember told her that she needed to have a local property manager to handle her property issues. Having a local contact person is part of the new housing code.
