In the private sector it is SOP (standard operating procedure) for employers to judge employee performance rewarding those who perform well while getting rid of those who fail to perform well, yet in the public sector, that basic principle of good business pratice does not stand unless the employees performance is so egregious that no other choice is left open.
Obviously there is a serious problem with the Youngstown School District part of which can be blamed on the family, and part on the student, but the schools, their administrators and teachers can not be exempt from any blame unless we are so absolutely blind that we flat out refuse to hold them accountable to any degree whatever.
The question is, what are we to do about it other than to offer pathetic excuses?
