Towntalk, I believe this is an attempt by the communist green party to cast a shadow on the states mission.  We know that if royalties have not been generated for a period of time, the mineral rights fall back in to the land ownership.

In 1963 I spent some time working on a farm in Atwater and a drilling company was seeking drilling rights on our farm and got them. Now our farm had four working fields ... three large and one small that we had used for potatoes and corn, and that was the field they chose to drill on and did find natural gas. Were the rest of the fields impacted? Absolutely not, and we had bumper crops. Because of the drilling? Again, absolutely not, but with the added income, we were able to upgrade our equipment, and by organic farming increased our profits. Our main customers were two hospitals and a large nursing home which purchased 80% of our produce with the rest going to local stores and folks who would stop by since the farm was also a Monastery.

Since it also served as a home base for students going to Kent State and Walsh College ... in exchange for room and board they agreed to help on the farm which further reduced our costs.

After the farm was sold, the new owners reported good results with the farm, and continued the pratice of organic farming.
