Wow, I certainly hope the "shoot to kill" part was a bluff.

Seriously, I don't think this would be very effective today.  Most of the murders in Youngstown are criminals killing criminals.  Since their "vocation" already has the potential to be deadly, I doubt they would be worried much about the police.  In fact, a police officer at one of our neighborhood meetings said that the criminals are more afraid of a taser than they are of lethal weapons.
