City Contemplates Green Ways To Handle Storm Water

Remember the problems that some folks in the 4th Ward when sewer water backed up into their basements a few years ago?

Today, Youngstown City Council's Finance Committee heard a proposal from Fresh Coast to use "green ways" to reduce the amount of storm water entering Youngstown's combined sewer system.  Older sections of the city have a combined sewer system that unfortunately mixes storm water with sewage.  During heavy rain event's, the piping system becomes overwhelmed and overflow valves discharge the polluted water into nearby streams.

Fresh Coast is asking the city for several hundred thousand dollars to undertake the initial planning study.

Should the city spend this money on the study and the following multi-million dollar implementation project?
