Is Tim Ryan bailing out the abortion industry?

Here is part of an article from "LifeNews.com says about Tim Ryan:

"However, Ryan, who was considered a stalwart pro-life Democrat early in his Congressional career, has fallen out with pro-life groups -- including Democrats for Life of America -- and has voted less frequently for pro-life bills.
Ryan originally worked with DFLA a bill to reduce abortions, but lost the support of pro-life organizations and lawmakers when he put in provisions to fund programs run by Planned Parenthood, the leading abortion business.

His measure also has a provision informing women of the risks associated with abortion but allows the American College of Obstetricians and Gynecologists, which has long opposed telling women of abortion's dangers, to craft what information abortion practitioners would provide.

After Ryan made the changes, Day's organization balked and he was unable to find any other pro-life groups to support the bill.

The U.S. Conference of Catholic Bishops, which initially supported the measure, withdrew it support and Johnson, said his group couldn't support the Ryan measure either.

"We don't want the federal government further subsidizing the infrastructure and propaganda efforts of the abortion industry," he said, adding that Ryan's bill would funnel "hundreds of millions of dollars" to Planned Parenthood.

Since then Ryan has gone after pro-life lawmakers and groups that don't back his pro-abortion approach to reducing abortions."

Not even considering the fact that this bill is supported by NARAL , and Emily's List lets take a quick peek at what some of the provisions are.

Under the section providing the funding it says,
      "For the purpose of making grants and contracts under section 1001 of the Public Health Service Act (42 U.S.C. 300), there are authorized to be appropriated $700,000,000 for fiscal year 2010, and such sums as may be necessary for each subsequent fiscal year."

You support the bill, so please tell me what the last sentence means, where it says, "and such sums as may be necessary for each subsequent fiscal year."

Does that mean that from here on out, the grants and contracts can be any amount that someone deems necessary?


And what does Section 2754 mean when it says, "'Individual health insurance coverage, and a health insurance issuer offering individual health insurance coverage, may not impose any preexisting condition exclusion relating to pregnancy as a preexisting condition."

Does this mean that someone who just finds out she is pregnant can just "pop" into the insurance market, then "pop" out as soon as the baby is born?

The whole bill sounds as though it will do nothing more than waste more tax dollars, but I will study it some more and see if what you assert is true.

As is the practice of the Progressive wing of the Democratic party, they again title a bill the opposite of its intentions. Just like the card check legislation is called the Freedom of Choice act. Imagine that, a bill that takes away the secret ballot being called the Freedom of Choice Act.

The fact that NARAL and Emily's list backs this bill should be a tip off. Also consider that a Democratic "right to life" group has stated that Ryan has abandoned his Pro Life position and kicked him off it's Board of Directors.

How is it a bailout to the abortion industry when promoting abstnence is one of its goals?  Please explain.
