How do you propose that the advanced technology and muzzling equipment work?  Who pays for such equipment?  How would you get every owner of vicious animals to use the equipment?

FRANK BELLAMY proposes the use of advanced Technology for public safety against Pitt Bull dog attacks.

Frank Bellamy is suggesting that Jay Macejko the Youngstown City Prosecutor adds technologically enhanced requirements like GPS Dog Tracking [www.rmtracking.com] to the laws for owners of vicious dogs. 

The City Prosecutor is presently rewriting and strengthening city laws to prevent vicious dog attacks.  Frank Bellamy asserts that, if the city lawmakers take proactive steps in protecting the general public against vicious dog attacks like using dog management technologies and muzzling equipment requirements could put an end to this public threat. 

These measures would be an effective alternative to simply relying on dog owners to properly manage their vicious pets.  This will also increase the cost burden for vicious dog ownership thus reducing the likelihood of irresponsible vicious dog ownership.
