Title: At Least Six New Councilmen

The fourth ward's Councilwoman Carol Righetti is the only current councilperson who has a chance to return to office after the November election.  Gillam (1st), Hudson (2nd), Atkinson (3rd), and Rapovy (5th) were term limited.  Incumbents Pancoe (6th) and Memmer (7th) lost in the primary election.

Has a council turnover this large ever happened in the past?

I recall reading where not only was the entire city council not reelected but neither was the Mayor, and the Chief of Police was booted out of office. In point of fact I have a large collection of articles from the Vindicator and Telegram for that year's election. It was one of the most bitterly fought elections in Youngstown's history. There were about a half dozen candidates for Mayor that year, and every council seat saw at least two candidates at the general election. That was the election that Charles Scheible was elected Mayor. It was a really nasty election with daily front page editorials in both papers. The Telegram was supporting Scheible and the Vindicator was supporting Williams. When the smoke died down none of the incumbents won reelection.

You think crime is bad now, it was 10 times worse then which was why the Police Chief was booted out of office, and the Mayor was not reelected.
