Title: Special election on 8/7/18 -- who can vote?

Mahoning County is having a special election on 8/7/18.  Just go here (http://vote.mahoningcountyoh.gov/DocumentCenter/View/947/45-DAY-NOTICE---2018-SPECIAL-ELECTION?bidId=) to see more.

How will I know the wording of the issue?
I go here (https://mahoning.ohioboe.com/apps/pollfinder.aspx#) to find a sample ballot.

I search for my ballot.  I see this "Special Election If no ballots are displayed, then your precinct has no valid candidates or issues filed in the upcoming election(s), or the information has not been uploaded yet."

What should I do?  Can any voter in Mahoning County vote on this upcoming election?

From the link you provided, it appears that the special election is only for the residents of Smith Township Precinct 2.
