Ohio Appliance Rebate Questions ???

I made a visit to the Ohio Appliance Rebate website and noticed that only a few appliance stores were listed for our area.  The stores listed were all big box stores.

Why were the small stores and installers left out of this program?

With only three days to redeem the appliance voucher, why was the rebate program started on a Friday?  Most appliance places don't install appliances on Saturdays and Sundays.
