Leaf Bags Not Picked Up On Saturday

I realize that this is too much to expect but wouldn't it be more reasonable to just place a small compost box out back by your garage and compost your own leaves?

Time is too precious to waste on fretting about such nonsense as why the city isn't doing our work for us.

All of the bags I saw were open on top.  When it rains, the leaves will soak up the water making the bags heavier.  Wet paper bags are easier to tear.  This might be a soggy mess for the workers lifting the bags.

One of our neighbors set 2 bags out last Saturday(November 13) and they have been there all week.  With the rain we had this past week will the leaves still be usable for compost?

While traveling through Youngstown on Saturday, I noticed that a few homes had placed the city's paper leaf bags to the curb for pick up.  The bags were still on the curb on Sunday.  I was under the impression that these paper leaf bags were going to be picked up every Saturday through December 4.  I wonder if the bags will remain on the curb for the entire week.  Leaving items on the curb on other than trash day is a code violation in the seventh ward.
