I don't know for sure, but I don't think YPD have take home cruisers.  There is at least one police officer who lives in my neighborhood, and I've never seen a cruiser in a parking lot that wasn't there on business.

I don't know if YPD does this, but I know WRTA buys their fuel in bulk, at one time, for the year.  If YPD did that, they might not be affected by the recent high gas prices.

I've been reading about how some police departments are putting two officers in each car, cancelling their take home cruiser plans, and telling the officers to get out and walk more in an attempt to save gas. How is the gas price affecting the Youngstown PD? Also, does YPD have take home cruisers?
