In less stressful times in Youngstown as  seen in this Youngstown Vindicator article on the 1899 Labor Day celebration at the old Youngstown Fairgrounds located at the time on Youngstown's North Side.

Was the old fairgrounds on Belmont Ave, ie. Where the race track was?

Yes. If I'm not mistaken it was located near where St. Elizabeth Hospital is located today.
