Emergency Shelters for Massive Disasters

The tragedy of Hurricane Katrina points out the need for a system of emergency shelters to house the homeless in the aftermath of a massive disaster.  I feel the unused portions of the former Cafaro and South Side Hospitals should be converted into such shelters.  With the help of the Federal Emergency Management Administration, this could happen.  The buildings could be outfitted with emergency equipment and made available should another regional or national disaster occur.
