when were these lines put in this area? did someone from city hall call OUPS before they gave the green light for this project or in other words did they check the contractor specs?

My wife works for the Ohio Utilities Protection Service. Per Ohio law, only the persons doing the digging can call. Oups then determines the utilities that are located in the digging area and notifies them. The utility companies then either mark the lines themselves or hire a marking service. Either way the lines are marked based on drawings owned by the utility companies.

There are several steps involved and at least as many opportunities for error.

In this case it seems AT&T provided the city with bad maps of their lines. I believe this is outside of the scope of OUPS and possibly the law.  If the marking crew used the same maps they obviously marked them wrong through no fault of their own.

Does anyone know if the lines were marked at all?
