Given that not every Youngstown voter has smarts enough to adapt to new technology much less find their way to the polls, look for problems to develop especially in the 2nd and 6th Wards.

If you cannot figure out how to run a voting machine, are you really smart enough to intelligently decide who should run the govt.?

What they're talking about is the tablet that voters must swipe with a legal ID before they can vote, and wait for the printout that they must have to receive a ballot.
As to having the brain power to actually vote ... well, we'll see, but I'll bet you that there's gonna be a lot of confusion in the 2nd and 6th what with the changes.
