Bailey Center Development

I haven't been around Youngstown much lately, but I recall hearing about a new housing development called Bailey Center (Baily maybe?) that I believe was located on the South Side.  If I remember correctly, I heard about it only on the TV news, not in any papers.  Does anybody have more information on this development?  For example, who is the builder, where exactly is it located, and how many houses will be built?  Any information would be greatly appreciated.
