You are correct. The codes you are hearing are most likely final and action taken codes.

So 86-11 would be an Investigation. No further action required.
60-11 would be an Alarm Off - No Company Identified. No further action required.

91 is a call not found. Whatever they went to check out was gone when they arrived.

I hear 9-06 a lot for car fires which is arson and referred to the proper agency (usually the arson bureau of the YFD)

Concerning the list of YPD signals and codes listed on the links page, I'm assuming it's not all-inclusive. I've heard some additional codes frequently and wondering if anyone can clarify/define what the following codes indicate:
