I went for a walk today. In separate locations, I found small circular cardboards about the size of a quarter. The circle appeared to depict a portion of an American flag.
When I returned home I checked a campaign door hanger I received recently, The circle was a perfect match for the punch out from the door hanger.
Did the 5th ward candidate purposely litter our neighborhood?
