Potential Hazard On Mahoning Avenue In Austintown

Everyone knows that bridge surfaces freeze before other surfaces.  While driving east on the Mahoning Avenue bridge over Rt. 11 today, I noticed that the right lane was still covered with some snow and ice.  The surfaces on the rest of the bridge appeared to have melted and were almost dry. 
Why didn't the east bound lane of the bridge melt?
I believe the problem is all the flags fastened to the chain link fence on the south side of the bridge.  The flags prevent most of the sun from hitting the surface of the east bound lane.
