The Seventh Ward Councilwoman spent the entire meeting driving in a vehicle. Was she in Youngstown? Where was she driving?

The councilwoman's video feed "drops" about 11 seconds into the meeting.

At minute 11:12, The President of Council has to ask her to turn her video back on.
