Don't forget that in Youngstown, your water bill also pays for trash removal...


If a tenant moves out and leaves an unpaid water bill - take it out of their
security deposit...

Perhaps the water user should pay the water bill?  Owner is not necessarily the water user.

It is no secret that the YTown water department is the only cash cow in the city, so naturally it is raped and sucked on anyway the City can, whether legal or not.   It is a powerful machine and the City uses it to attack landlords to pay for tenants water bills creating Ytown rentals a bad investment for 50 years, you wonder why houses are decaying, who wants the liability of water bills?

I heard an interesting interview on a local radio program this afternoon.  The guest is calling for a citizens' audit of the Youngstown Water Department.  The reason is excessive water rates and the questionable use of Water Department funds.
