It's bad enough when Youngstown City Council speeds through their meeting by using code words and using an abbreviated procedure.  At yesterday's city council meeting,  the copier allegedly broke so no copies of the meeting's agenda were distributed to the public.  As a result, the citizens had no idea what resolutions and pieces of legislation were being passed.
