i say let the people decide on their future. the subs already paying the majority of bills for ytown residents. as of today 70% of subs' residents pay the city income tax while the city residents pay ONLY 30% to the city coffers through the city income tax. williams would not risk his future political whatever that is through using water as annexation for additional monies for the city's coffers.

That's right, Perrysburg, was the city in northwestern Ohio that successfully annexed outlying townships in spite of them wishing to remain independent.  However, because Perrysburg had installed and maintained the water lines in the outlying communities they could annex them without consent.  Basically they sent a letter to everyone stating either agree to annexation or they would shut the water off in 60 days.  The local and state courts all agreed that Perrysburgh had the freedom to do that and then annexed the areas.

Boardman had to give back a whole bunch of stimulus funding because they 1. Could not deliver the projects on time. and 2. Did not have the capacity to pay for the loans. They applied for stormwater projects but didn't realize they would have to pay half of it back at 4+% interest.  What A, B, and C don't understand is that the creation of this district is not going to be free. The dreaded "rain tax" ie stormwater utility is not far behind. Ask Warren how that is working out.  As far as having more "clout" MVSD, TCSE, and MCSE already have a strong presence on the local committees. Perrysburgh tried for some money this year and were practically thrown out of the room. And that was an actual water district.  A "stormwater district"? Good Luck.

Absolutely I couldn't agree more; they have taken something that was formed for one reason and now trying to alter it into something else.  They love to say that they have Aqua in place to provide water, however, they have no infrastructure in place to distribute the water.  They have no understanding of the capital expenditures necessary to construct the infrastructure necessary to have their own water system. 

There are virtually no grants available either to pay for waterline construction, almost all funding available for waterline construction is zero interest loans at best.  Thus, even if they could get someone to loan them the $300 million necessary to construct the system there is no way they could even afford to pay the debt service on loan.
