I've though about this a few times. In some places it should happen but I've seen others where there are 2 to 3 times more spaces with pumps than without pumps. That's probably due to the in store prices being so high on anything but coffee very few people go in without buying gas.

Gas Station Etiquette

I really find it annoying when a driver pulls up to a gas pump then goes inside the service station and does grocery shopping, buys lottery tickets, chats with friends and who knows what else. 

The rule should be gas up, pull into a parking space and then go inside to shop.
