"On April 6, 1891, the voters of Youngstown Township permitted Volney Rogers' dream to become reality and Mill Creek Park was established as the first Park District in the state."

The man Rogers hired to lay out Mill Creek Park was the man who layed out Central Park in New York City as well as other famous parks. Mill Creek Park is a great treasure thanks to Rogers.
