It is up to the property owner, whether residential or commercial, to maintain the sidewalks.

An Observation

The other day, I observed a person in wheelchair try to roll over uneven sidewalk slabs.  The person had difficulty making it over this obstacle.

Does the City of Youngstown have a program to replace uneven sidewalk slabs?
