Abandoned Streets

I think the plan is to remove these stretches of houseless streets altogether,
ie: literally roll up the pavement and let the land go "back to nature",
so to speak.  Some of this land will probably be used for green spaces
between the neighborhoods that survive the downsizing, including
public parks and green spaces.

Under the 2010 Plan, what will happen to a street when it is abandoned?  Will it be totally blocked off from public access?

The reason I am asking these questions is that I happened to drive on a houseless south side street the other day and was shocked at the amount of trash and rubbish that had been dumped on the street and next to it.  I would have taken a photo but I did not have my camera with me.
