Open Alcohol Drinking On Certain Streets?

One of them would be in downtown Youngstown and one other "entertainment district" in Youngstown wherever that might be.

I don't much care for alcohol - in fact, I typically have a drink two or three days
out of the whole year (my birthday being one of them...)

I would want to know more details about what the criterion for "designated
areas" outdoors is going to be, and also more about how this would be enforced
before I could support something like this.  I certainly would NOT support
this in close proximity to residential areas, schools, places where those who
are underage tend to congregate, etc.  Much harder to keep an eye on who
is being served in an outdoor venue.

The city of New Orleans allows one to carry drinks around the French Quarter
during Mardis Gras and does a great job of maintaining order, but then they
close the entire quarter to vehicular traffic during the festivities.

FULL DISCLOSURE: I was found drinking bourbon...ON BOURBON STREET,
last time I went there.... I almost ended up sleeping on the curb, but had
designated driver friends looking out for me and taking me back to the
hotel at the end of the night, so it was all done safely and responsibly.

Of course, when I woke up the next day I was reminded of why I almost
never drink......

Those who reside in the quarter are allowed to drive in and out during certain
hours before and after the nightly festivities.

Law enforcement patrols the quarter on foot and on horseback during the
celebration to protect the public and make sure folks are behaving safely
and within reason.

Question: are drinks permitted outside during outdoor events downtown?

SMOKING IS CONDEMNED INDOORS AND OUTDOORS IN MANY LOCATIONS, YET THE BOOZE KINGS WANT THE RIGHT TO ALLOW THEIR BOOZE BIBBERS TO TAKE THEIR SWILL OUTDOORS AND WADDLE DOWN THE PUBLIC STREETS DRUNK AS SKUNKS. BOOZE KILLS --- ASK ANY FIRST RESPONDER WHO HAS TO PULL MANGLED BODIES OUT OF CARS THAT HAVE BEEN HIT BY DRUNK DRIVERS. ASK THE FAMILIES OF VICTIMS OF DRUNK DRIVERS WHAT THEY THINK.
FOR THOSE WHO WILL JUMP DOWN MY THROAT ADOUT BRINGING DRUNK DRIVING INTO THIS ISSUE, SAVE YOUR BREATH BECAUSE I COULDN'T CARE LESS WHAT YOU THINK ABOUT ANYTHING! I HAVE JUST AS MUCH CONTEMPT FOR THOSE WHO SUPPORT ALLOWING  OPEN  PUBLIC BOOZE ON ANY CITY STREET AS I HAVE AGAINST DRUNK DRIVERS!
