The story is totally inaccurate. The plant was built in the 1960's, underwent complete renovation in the 1980's to meet secondary treatment standards, and has been the subject of numerous upgrade projects since then. The city evidently wants rate payers both within and outside of the city limits to believe that the increases are needed to deal with the poor state of the treatment plant. This is not the case!! The rate increases are due to 1) the city's acquiescence to unreasonable EPA demands, and 2) the use of sewer revenue for non-sewer related functions such as economic development and the support of pet projects.

The city decision makers are not acting with the citizens' best interests at heart in this case.
