New homes planned in one of Youngstown's Oldest Neighborhoods

For the first time in several decades a new housing development is going up on the North Side of Youngstown, and people there believe it's a turning point for a neighborhood that has struggled with blight and crime.

The first of five two-story, three-bedroom homes has been built on Baldwin Street. The project is sponsored by Common Wealth Inc. and the North side Citizens Coalition.

With a 75,000 dollar mortgage, the qualified buyer would pay 520 dollars a month -- comparable to the average rent payment. Community Development Direction Bill D'Avignon says building several homes makes the investment more attractive and fits into the city's 2010 plan to improve neighborhoods one at a time.

Ground is broken for a second  Baldwin Street home across the street, which is now nothing but empty lots.

North Side Citizen Coalition President Mark Peyko says the completion of the first house "is a turning point. It is rejuvenating a street which has had a lot of houses lost."
