What suggestions would you give to the new mayor and the current city council to address the budget shortfall?

Easy, sell, it's land, minerals, and timber

The land on the Eastside can be sold to an Natural gas power plant today, the corporations will rush on in because unlike the rural areas,  the City has many incentive packages.
If you want more sound advise, please ask.

The new mayor should only hire administrative staff members who live in the City of Youngstown.  This will have several positive impacts on the city including its finances.
