GM Workers Paid Cash To Move To Warren Or Niles

Ok, I've heard more about the proposal.

The Cafaro Company would give $500.
Warren and Niles will give a $500 tax credit.
This incentive would apply to workers moving to these two cities.

Questions
How would GM workers already living in Warren or Niles react to this program?

What if a GM worker already living in Youngstown now moved to Niles or Warren.  Mayor Jay Williams should come up with a plan to keep GM workers in Youngstown.

Do they have any money to offer.. That being no... Perhaps a tax incentive, but not actual CASH incentives...

Certainly the city should follow Warren's example. It's very short sighted of them not to.
