Are Some Neighborhoods Not Worth "Saving"

I suspect that most are on the South and East sides although I heard that there are one or two on the West Side. I also heard that parts of Crandall are mentioned.

I'm hearing that 10 or so Youngstown neighborhoods are at the tipping point with respect to their stability.  For future planning purposes,  city resources will probably focus on those neighborhoods which will have the greatest outcome for any money expended.
