The reason why is because many of the homes are either vacant, or demolished, or burnt down. On some streets there are only two or three occupied homes. Using Google maps street views you can see just how bad the East Side is so far as its housing stock is concerned. In those areas where there is public housing, the areas are just plain dangerous. There are also areas where all the houses have been demolished.

 One precinct in the second ward had a 16% voter turnout in the 2014 election.
