When you have a burglar in the house and the police on the way, you won't give a crap about where he lives.  All you want to know is if he has a lead foot and if he is a good shot. 

Cops have been known to move around from department to department.  Its a job!  Its not some sort of indentured servitude.  Just imagine if you were a police officer and every town had residency requirements.  You would be stuck in your job and could not get a better one because then you would have to uproot yourself and your family each time.  The Ohio supreme court rightly ruled that an employer should not have such power over the employee.  They are employers, not overlords or plantation masters.  People are free to live where they want to live, and nobody should have the right to tell them otherwise.

My bet is that it would be very difficult to find the best qualified people to fill jobs in the Lowellville Police Department if we were restricted to Lowellville residents.

It won't be long before all city employees will live outside the city.

My suggestion then is if you have an emergency that needs the Police, tell them that you will only talk to officers that live inside the city limits?

The city hired four new police officers this week.

Three of them do not live in the City of Youngstown. :P
