Yup, sitting on the sidewalk watching the panhandlers adds to the streetscape......NOT!

Apparently. ::)  When the weather is nice, it's not at all uncommon to see people sitting outside, when I'm walking through, on my way home from work.
Opportunity is missed by most people because it is dressed in overalls and looks like work.

They ought to take down all those railings for outside seating at the restaurants on West Federal....the pavement you now have to walk on is uneven and very small.....

You'd have to change state law.

People like eating al fresco, and it adds life to the streetscape.  But, if those people want to enjoy a glass of wine or a beer with their meal, state law says they have to be fenced in.
